We
are aware that there is room for improvement, and together with all of
you, using the PEFA assessment report in 2013, will draft an action plan
to improve all those areas that have been identified by the report as
areas of opportunity for improvement in the future, "said Minister Beqaj.

I believe you are aware, this report is the third in a row since 2007,
while the process for preparation of the PEFA 2013, for the first time
addressed by the Government, with the support of USAID.
By
decision of the Government of Kosovo has initiated review of public
spending, aiming to measure the progress of reforms applied since 2009,
when it last PEFA assessment, and policy developments, practices and
systems of the Public Finance Management (PFM) by that time.
Also,
another purpose is to contribute to the preparation of an updated
action plan on the reform of the Public Finance Management, and identify
areas that require further improvement, and serve as a platform for
dialogue with donors, with the aim of channeling foreign aid "Beqaj said.
Ministry
of Finance, based on the decision of the Government has established the
PEFA Secretariat, which has conducted evaluation indicators based on
internationally applicable methodology and assessment of these
indicators for 2013 is made on the basis of the findings in the field
through meetings, documents available, and data systems.
Compared
with PEFA report in 2009, the report for 2013 shows that the Government
has had a fairly good progress in improving the practice of public
finance management. "Therefore,
taken as a whole, we can say that as a result of continuing substantial
reforms, this report reflects a significant improvement in many areas
of public financial management of the Government," said Minister Beqaj. Finance
